Bollywood suspense thriller, Chhote Sarkar, directed by Vimal Kumar was released on November 22, 1996. The movie starred Govinda and Shilpa Shetty in lead roles while Kadar Khan, Aruna Irani, Sadashiv Amrapurkar, Avtar Gill and Divya Dutta also played important roles in the movie. The music of the film was given by famous music director duo Anand Milind while the songs were sung by Udit Narayan, Kumar Sanu, Alka Yagnik, Vinod Rathod and Bali Brahmabhatt. The movie was a huge box office hit and proved out to be a boon for Shilpa’s bollywood career at that time.

The movie starts with a young, rich and handsome guy named Amar Saxena ( Govinda ), who receives a call from police about his uncle’s ( Avtar Gill ) murder. Police is still searching for the killer. One day he meets with a beggar named Jagmohan ( Kadar Khan ), who calls him with other name, Rohit. Jagmohan also ask him to return home for the sake of his ailing daughter, Seema. Amar tries to convince him that he is not Rohit and somehow get succeed. But for Jagmohan’s daughter’s sake, he agrees to pretend Rohit in front of her.

He visits the hospital and meets with Seema. Soon they both falls in love with each other and Amar decides to tell her the truth that Rohit is ded and he is Amar Saxena. He also discloses a secret to her that he has killed his uncle because he was trying to rape his aunty ( Aruna Irani ). But he get completely shocked when Seema enquires him that she is a police officer. Amar is arrested by Police in the charge of his uncle’s murder. But in court, Amar pretends to be mentally absent and is therefore sent to Mental Hospital where a guy meets him and tells him that his uncle was killed someone else and not by him.
