Mithun Chakraborthy and Shantipriya starrer action thriller Phool Aur Angaar was released in the year 1993. The movie was directed by Ashok Gaekwad. The other starcast of the film includes Mohnish Behl, Asrani, Arjun, Prem Chopra, Raza Murad, Gulshan Grover, Goga Kapoor, Aruna Irani, Praesh Rawal, Rajesh Puri and Sanam in significant characters. The music of the movie was directed by the well knwon music director Anu Malik while the songs were rendered by Kumar Sanu, Mohammed Aziz, Abhijeet, Sadhana Sargam etc.

Vijay Omkarnath Saxena ( Mithun Chakraborthy ), gets a job as a professor in a college. He is livinga happy life with his younger sister, Sweety ( Sanam ), who is college going girl. He meets with sweety’s friend, Sudha Verma ( Shantipriya ) and falls in love with her. A student named Adhikari ( Ajinkya Deo ) tries to molest Sudha but Vijay comes to her rescue. Kalicharan ( Arjun ), who is the son of a gangster, Natwarlal ( Prem Chopra ), is arrested by police with the help of Vijay.

Natwarlal sends his goons to kill the chargein Police inspector, Arjun Singh ( Mohnish Behl ). Sweety witnesses the death of Arjun. She informs the police inspector Arvind Phadke ( Mahavir Shah ) about the incident and bring him to the location. But she get shocked to see the body missing from there. Sweety is raped and killed by someone and Inspector Phadke arrests Vijay in the charge of molesting and killing his own sister.
